Police charge 2nd person in arson of Shippensburg area duplex

SHIPPENSBURG — A man was arrested Tuesday for his alleged role in a Shippensburg area arson, just minutes after rape charges against him were dropped in Franklin County Central Court.

Robert James Rabold, 27, was taken into custody at the Franklin County Courthouse by state police. he is accused of conspiring Oct. 16 with Kathy Jo Wright, 37, to burn down a duplex at 7674 Molly Pitcher Highway.

Rabold was charged with arson to destroy an unoccupied building and arson with the intent to collect insurance money, risking a catastrophe, destruction of property and insurance fraud. he was also charged with possessing an instrument of a crime and reckless endangerment.

He was taken from the courthouse for arraignment before Magisterial District Judge Todd Williams, then released on $75,000 unsecured bail. his preliminary hearing on the new charges is slated for 9 a.m. Tuesday.

Wright, who faces the same set of charges, was arrested Oct. 26 and released the next day from Franklin County Jail on $50,000 bail. She initially reported that her former neighbor, Ashley Wilson, was responsible for the blaze.

Trooper Jeff Sarver, fire marshal with Pennsylvania State Police, Chambersburg, said Wilson was interviewed and eventually cleared in the arson investigation. he said it soon became apparent that Wright and Rabold may have been involved.

Sarver said Rabold initially provided a statement that blamed Wilson for setting the blaze. he later recanted that statement and said Wright offered to help pay for his legal defense in a pending criminal case.

Rabold was charged Sept. 25 after Wilson accused him of raping her, grabbing her around the throat and threatening to kill her, according to an affidavit filed in that case. he was since released from jail on unsecured bail.

He and Wilson reportedly arrived together Tuesday for his preliminary hearing. She refused to testify against him and the charges were dropped.

After Rabold was arrested for the alleged arson and escorted to a police car, Wilson was seen crying in the courthouse parking lot and talking to Sarver.

According to the affidavit, Rabold told police that Wright also offered to split the money from a fire insurance policy with him if he helped her commit arson.

She allegedly filed a proof of loss with her insurance company two days later, claiming $48,600 for lost possessions.

Rabold described picking her up near the Best Western in Shippensburg, then driving to Mount Rock Church and parking behind it, according to the affidavit. he said he watched Wright light items and throw them into the structure, then they left and returned to the motel.

When interviewed immediately after the fire, Wright told Public Opinion she bought fire insurance after Wilson threatened to burn the building down. She also said she lost all of her possessions, including photo albums and her 12-year-old daughter’s Christmas presents.

The American Red Cross provided assistance to Wright and her daughter. the brick building — which housed two apartments, a small office and a garage — was a total loss. William Swarthout was identified as the owner.

Sarver said he found three points of origin and determined the fire to be a case of arson. A specially trained arson detection dog named Birko was brought in and helped located the apparent remnants of a Molotov cocktail made using a 12-ounce plastic Mountain Dew bottle.

The investigation led police to a storage shed being rented by Wright’s brother, Christopher Orndorff, at Pinola Storage, according to the affidavit. A search of the shed with Orndorff’s permission uncovered the items that she claimed to have lost, including her photo albums.
